Where can I find a copy of the NPS 2018?

You can download a PDF copy from https://www.local.gov.uk/national-procurement-strategy

Your submitted response (which contains all of the strategy toolkit content) will also be available as a PDF report.

A version of that response report (without any scores selected or comments) is also available – download here.

Before you start capturing your scores and comments, you may find it useful to print out this report and use it to ask others for their perspective on specific Value Codes.

Were councils consulted on the diagnostic content?

Yes.

The NPS was extensively consulted on during a series of regional workshops with council Heads of Procurement, both in content and format. This formed the basis of the nationwide consultation which was all driven and overseen by the National Advisory Group (NAG) for Procurement

What's in it for me?

This is a chance to better understand (and communicate on) the things that matter to LGA members.

You can use your response to create a shared agenda for focused internal and external conversations, and to factor out areas of concern and opportunities for improvement.

The diagnostic provides you with a chance to:

  • identify and benchmark current levels of achievement based on a defined range of outcomes
  • measure and report on progress achieved against milestones
  • identify shortfalls in performance in critical business areas that matter to your council
  • form the basis/benchmark for you to work on an action plan
  • help gain positive engagement with NPS 2018 from leaders, elected Members, chief officers and other professional stakeholder groups 
Assessing:
Is this diagnostic different from the one that the LGA ran in 2017?
Yes.

The content has fundamentally changed; the last diagnostic covered the NPS 2014.

However, the design, style and reporting are consistent with the 2017 assessment.

How do I assess my organisation?

Respondents are asked to select the score for each Value Code that best reflects the present state of the council overall.

If there are wide variations across the council (e.g. one department might score ‘4’ while another might only score ‘2’) respondents should not ‘average out’ the scores – the score selected should always reflect the lowest point of attainment (so in the example above, the organisation would score 2).

Respondents should only select a score of ‘5’ if the council is regarded as an exemplar and is ready to share its success and knowledge with others.

Can more than one person contribute to a response as I will need to consult others?

The LGA 2018 NPS assessment is limited to one nominated person per council.

If you want to consult colleagues (e.g. if the content in some of the Value Codes are not in your jurisdiction.) the easiest option is to download the empty example response report (or print your draft response). You can then e-mail it to colleagues identifying where they need to take action.

You may also wish to consider running a separate assessment to engage multiple participants across your organisation. This allows you to quickly engage and understand multiple perspectives from different departments and stakeholder groups. How do I score if there is wide variation within the council?

What should I put in the ‘Comments’ box?

Comments should be used to:

  • flag success stories which might be helpful to others
  • provide supporting information to explain your assessment
  • record the level of attainment for a value code your council would like to achieve in 12 months
  • identify a value code which is very important to your council
  • note any differences of opinion within your organisation
Will it be possible to extend the deadline for submitting a response?

No.

The deadline has been set for Friday 26th October (which allows a calendar month to complete it).

Various events are planned for November where it is intended to report back on the outcomes.

My council has decided that another person should complete the diagnostic instead of me, can we change the nominated respondent?

No.

This should only be done under exceptional circumstances as any changes should have been notified to the LGA already in line with earlier e-mails sent to you.

Please e-mail Guy Head Guy.Head@local.gov.uk immediately informing him of the reason(s) for the change and let him have the name, job title, e-mail address and organisation of the person who will be the nominated replacement.

Please note that the deadline for completion will not be extended to cater for such requests.

How do I access my response report?
What do the different chart colours mean?
The charts use the same colours presented in the scoring mechanism (red relates to low scores, green to high scores).
What do the comparison reports show?

The comparison charts show your organisation scores in comparison to both your region’s average scores and the overall average scores across all organisations in your Tier.

Will we get any feedback once the diagnostic is closed?
Yes.

In addition to the response report you receive immediately on submitting your response (which includes all your scores, comments and summary charts), once all responses have been submitted you will be alerted to additional charts you can access that show how your organisation’s scores compare to both your region’s average scores and the overall average scores across all organisations in your Tier.

Some regions may well organise workshops or consultation groups to analyse regional results, start assessing priorities and gain feedback, etc.

What are 'regional reports'?

The assessment system automatically organises individual responses into a portfolio report that is designed to help identify patterns, opportunities for improvement and best practice that can be shared.

Who has access to / is responsible for my region's report?

Regional reports are accessible to the LGA, regional leads (and their nominated representatives). Check the ‘Meet the team‘ page to find out who that is in your region.

How do I access my region's report?

What’s next:
What will the LGA do with the results?
The LGA will present back on findings at a national level. They will use the the reports to help identify areas of best practice that can be shared across the sector. They will also look to identify any areas where they can better focus support.
What will the regions do with the results?
Much like the LGA (above), the regional leads will take a more focused look at their specific regions (they’ll be able to see all scores from their region alone). They will use the the reports to help identify areas of best practice that can be shared across the region. Will there be a regional workshop like last year?
Ken Cole (co-author of the 2018 NPS) is available to run workshops for any region, individual council, or collection of councils on request.
What options are there for us to progress the NPS at our own pace, or to do more targeted work on the different themes?

While the LGA’s NPS assessment is intended to take a yearly snapshot of progress across the sector, other options are available for individual organisations who are keen to move their own procurement strategy forward at their own pace.

 

  1. Multiple Participant NPS Assessment
    • engage more internal stakeholders on the NPS
    • better understand differences in perception across the organisation
    • identify areas of best practice to draw on
  2. Create your own custom procurement strategy diagnostic. As above, plus:
    • use the NPS Value Codes as a starting point for curating your own strategy
    • select the most important Value Codes to you
    • adjust any Value Codes to better reflect your specific situation
    • add your own Value Codes
  3. Factor out the things that matter to you for any situation specific purpose. As above, plus:
    • use an extensive library of Value Codes as a starting point for focusing on the things that matter most to you
    • adjust or create your own Value Codes

These options are available at extra cost and do not form part of the main LGA diagnostic exercise.

Data use:
Who will see my scores and comments?

The LGA takes data protection seriously. Apart from yourself, the only people that will be able to see your response will be:

  • the LGA Project Sponsor (Tina Holland) and designated members of her team
  • the hosting diagnostic company SPS/NIP
  • the regional lead (or their nominated representative) who represents your region on the NPS National Advisory Group.

Councils will not be able to view other councils’ responses.

Your regional lead may seek your permission once the diagnostic is closed to share your response with others in the region for planning and collaboration purposes. Most councils have previously been willing to share their assessments with colleagues, but you are not obliged to do this.

Will the LGA use the diagnostic outcomes to compile league tables or other similar ranking system?
No.

This is not a ‘name and shame’ exercise. It is designed to drive overall improvement in the things that matter across our sector.

Why is the LGA running this diagnostic?

Check your spam folder for emails from the following sender:

If you still don’t find the email, contact your IT department to check they are not blocking emails from the above address.

If the email was deleted, you may wait for a reminder email (sent 7, 2, and 0 days before the deadline), or if you’ve already accessed the assessment just go directly to https://lganps.saas.nipltd.com and log in.

How can I see all the text of the NPS diagnostic in one place?

You can access the strategy document itself from the LGA website, or download the example response report.

Do I have to complete the assessment in one go?
No, the diagnostic will periodically auto-save your progress to date. You can also save and return to your response at any time before the deadline – so keep the email with your sign up link, or bookmark the URL in your browser.

You will not be able to edit your response once you have submitted it.

Will my response be saved and can I continue to access it in the future?
Yes.

Your response will be available to access on-line at any time (you’ll need your email address and password to access it).

You can also download and print a PDF copy of your response and/or use your computer’s ‘print-screen’ option to paste the charts into PowerPoint etc.

Who is running this diagnostic assessment process?

The LGA has commissioned SPS Consultancy Services Ltd in partnership with NIP following a competitive process. More details can be found in ‘Meet the Team‘.
