The National Procurement Strategy
The diagnostic mirrors the content of the NPS 2018 toolkit which was reviewed and signed off following a widespread consultation programme lasting from February to June 2018.

How to assess
Select a score
If there are wide variations across the council (e.g. one department might score ‘4’ while another might only score ‘2’) respondents should not ‘average out’ the scores – the score selected should always reflect the lowest point of attainment (so in the example above, the organisation would score 2).
Respondents should only select a score of ‘5’ if the council is regarded as an exemplar and is ready to share its success and knowledge with others.
Write a comment
- flag success stories which might be helpful to others
- provide supporting information to justify your assessment
- record the level of attainment for a Value Code your council would like to achieve in 12 months
- identify a Value Code which is very important to your council
- note any differences of opinion within your organisation
Respondents may wish to treat the comments as place to develop an action plan, where they can specify which Value Codes are most important, what score they realistically plan to achieve in the next 12 months and how they plan to get there.
